I bought a pair of UV-5X/UV-5G HTs on amazon last week, and after playing around with them on CHIRP (they registered as Radioddity UV-5Gs on CHIRP), I discovered that there was nothing preventing me from programming frequencies outside of the GMRS channels, including HAM frequencies, public safety frequencies, and various other non-GMRS.
